During their plenary talks, the presidents of Poland, Slovakia, Hungary and the Czech Republic primarily discussed further reinforcement of internal integration and cohesion of the V4 countries, in particular as regards transport and energy infrastructure, defence industry, and enhancing interpersonal relations among the region’s citizens.
In his address, President Ivan Gašparovič appreciated the opportunity to meet his partners from the V4 region only three weeks after the Central European presidential summit had been held in Bratislava. "Interconnecting the existing energy infrastructure across the V4 region must continue. Particularly, the completion of gas and oil transit routes in the north-south direction is a priority for Slovakia. It is our contribution to the diversification of transport and supply routes and sources, thus to the enhanced security of energy supply of our country, the region and the EU as such,” the Slovak head of state said. In addition, he emphasised that a comprehensive approach to the energy sector issues, including nuclear energy production, was necessary.
The V4 presidents agreed that the north-south road infrastructure and energy transport corridors were absolutely necessary for the region. The progress in their building is encouraging so far, and should be maintained.
The presidents also discussed the strengthening of defence and security cooperation at the V4 level, including with respect to building a joint V4 combat unit by 2016. They further stressed it was necessary to identify opportunities to launch cooperation projects in the area of defence industry. According to the presidents, communication and interpersonal contacts among citizens of the V4 countries must intensify because “we still do not know each other that well”. The presidents assured they were ready to support concrete projects in this respect, for example, through assuming joint auspices over their implementation.
The final issue on their agenda was the prevention of natural disasters, including in the context of the recent floods in the region and with respect to the means to be sought for the most effective ways to cover the damage caused by natural disasters.
The presidential summit continued in an extended V4+ format on its second day, with Ukrainian President Viktor Yanukovych. The key topic of their discussions was Ukraine’s EU prospects in light of the upcoming third European Union Eastern Partnership summit to be held in November 2013 in Vilnius, Lithuania. President Ivan Gašparovič said Slovakia would do everything to make sure the November EU Eastern Partnership summit was a success, resulting in the signing of an Association Agreement between the European Union and Ukraine. In return, he said Ukraine was expected to consistently comply with all the set conditions and requirements.
